Killswitch Via Hall?

I'm wondering if anyone can explain how the folks at MIT are using the hall sensor to implement a Killswitch for their autonomous RC car:

The bottom of the pdf shows a diagram of the Killswitch, they use Hall 3 and Ground.

I can't find their VESC firmware code, so I have no idea. I imagine it's just some application that they wrote that makes sure the switch stays grounded and stops when it isn't.
