I see a lot of talk about Amps but almost nothing about 14S battery. I built a mid drive E-bike, and so far I'm running it on 10S, but I'm interested in running it on 13S. Unfortunately, I'm not aware of a single case that uses PAS with VESC. It's, probably, not that difficult for someone with good knowledge of VESC to do it, but it is for me. PAS is a good idea because you don't need a freewheel on a crank, and I will be interested in implementing it into my build.

I was not clear if comes to the hall sensors. You can buy a brake hall sensor switch that you attach to the bicycle brake. This is not the same as the motor hall sensors. I use 3V3 as 3,3 Volts. It's more clear, just like "100nF" instead of ",1uF" and so on. That throttle is indeed hall sensor. Red as positive(3V3), black as negative(GND) and the remaining as output. (Usually) Don't use that handle on the winter, it shatters to thousand of pieces...
