So most fet drivers will have an "under voltage lockout": it will refuse to drive the fets when the gate-drive-voltage is below a certain value. For the DRV8302 on the VESC that would be 8V. Also for the LM5109 that I use the limit is 8V. I don't know by heart what this mini-vesc uses.......

Does it use the same identical firmware? Yes but with different hwconfig. Also, any particular reason why you've used resistor footprints for most of the capacitors? Was it the change of C80 from 2.2 µF to 10 µF that made it work better with higher voltages? NO, driver high sinkink current did that probably BTW, I like your motor test bench setup. I see you are using a "beam" (or "helical") type of flexible coupling. Does it work satisfactor...
